The main idea is to combine the transparency, an horizontal movement all that under a mask.

Open the source file and double click inside the stage, after selecting the frame on the layer named "effect". You will see only one layer with 75 frames and if you click the frames that have actions on it, you will see that we change the transparency so it gives the impression that appears fading in and out until has no transparency. If you double click on the movie clip that fades you will discover how the horizontal movement it's done. The picture is on the last layer and it moves left and right, just a bit and this clip it's stopped when the transparency of the parent Movie Clip is 100. We also added the TV effect over the object, but with great transparency.
